2018–19 Departmental Sustainable Development Strategy

1. Context for the Departmental Sustainable Development Strategy

The 2016–2019 Federal Sustainable Development Strategy (FSDS):

  1. sets out the Government of Canada’s sustainable development priorities;
  2. establishes goals and targets;
  3. identifies actions to achieve them, as required by the Federal Sustainable Development Act.

In keeping with the objectives of the Act to make environmental decision-making more transparent and accountable to Parliament, the Office of the Public Sector Integrity Commissioner (the Office) supports reporting on the implementation of the FSDS and its Departmental Sustainable Development Strategy, through the activities described in this supplementary information table.

Although the Office is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy (FSDS), the Office adheres to the principles of the FSDS by implementing the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, the Office supports sustainable development by integrating environmental performance considerations into the procurement decision‑making process through the actions described in the “FSDS goal: low-carbon government” table in section 3, below.

2. Sustainable development in the Office of the Public Sector Integrity Commissioner

The Office’s Departmental Sustainable Development Strategy describes the Office’s actions in support of achieving a low carbon government. This supplementary information table presents available results for the departmental actions pertinent to this goal. Last year’s planned supplementary information table is posted on the Office’s website.

Applying green procurement to all material and supplies purchased in day-to-day operations, giving preference to materials containing recycled and post-consumer content and certified by external environmental agencies like EcoLogo and EnergyStar. This action includes purchasing chlorine free and 100% recycled paper.

SDG 12: Ensure sustainable consumption and production patterns.

Target 12.7: Promote public procurement practices that are sustainable, in accordance with national policies and priorities.
  • Dollar value of green procurement of goods as a proportion of total procurement of goods (New performance indicator, no baseline established).
  • Percent reduction year-over-year in paper purchased for printing and photocopying for the Office based on data from the 2017-18 fiscal year.
  • When possible, the Office purchased goods labelled with environmental certified logos or identified on the manufacturer’s website as ‘’green’’. This project is ongoing; data not yet available.
  • The Office reduced the amount of paper it consumed by 17% from 2017-18 to 2018-19.

  • Scanning documents instead of printing.
  • Setting the printing preferences at two-sided capability.
  • The Office scanned the majority of its historical documents. The Office created a new internal performance indicator that track the amount of scanned versus printed documents. This project is ongoing; data not yet available.
  • All computers were set by default to two-sided printing.

Educate employees and implement waste reduction best practices.

SDG 12: Ensure sustainable consumption and production patterns.

Target 12.5: By 2030, substantially reduce waste generation through prevention, reduction, recycling and reuse.
  • Continue recycling program for office paper, paper towels, cardboard, mixed containers, batteries and light bulbs.
  • Remove workstation garbage bins and replace with mini bins for waste and recyclable containers.
  • The office continued the recycling of appropriate materials.
  • All office waste bins were replaced with mini bins.

Promote sustainable travel practices.

Target 12.7: Promote public procurement practices that are sustainable, in accordance with national policies and priorities.
  • Reducing the amount of work-related air travel and switch to less GHG-intensive modes of transportation, when possible.
  • Use of "green" hotels listed in Publics Services and Procurement Canada’s accommodation directory for travel.
  • When possible, employees traveled by train instead of airplanes.
  • When travelling, employees used ‘’green’’ hotels listed in the government accommodation directory.

4. Report on integrating sustainable development

During the 2018–19 reporting cycle, the Office had no specific proposals that required a Strategic Environmental Assessment and no public statements were produced.

The Office will continue to integrate sustainable development into its processes and adheres to the principles of the FSDS by implementing the Policy on Green Procurement.
