Public Sector Integrity Commissioner Finds Wrongdoing at the Parole Board of Canada

Ottawa, May 28, 2024 - The Public Sector Integrity Commissioner of Canada, Harriet Solloway, tabled a Case Report in Parliament today regarding the Parole Board of Canada (PBC).

As a result of a whistleblower coming forward, Commissioner Solloway launched an investigation into the allegation that a Board Member at the PBC mistreated employees and behaved inappropriately, and that PBC management committed gross mismanagement and created a substantial and specific danger to the health and safety of PBC employees when they failed to adequately respond to the Board Member’s misconduct and effectively document incidents of harassment.

Evidence obtained during the investigation shows that over a period of approximately eight years, a Board Member repeatedly made unwanted advances towards female employees, including touching, inappropriate comments, and unsolicited phone calls and text messages. Evidence also shows that PBC management did not take adequate action to stop or document the Board Member’s behaviour in 2015. In fact, he was reappointed for a second term as a Board Member in 2020 and subsequently behaved inappropriately towards at least two other female employees.

This report underscores the duty of management to take action when the inappropriate behaviour of an individual in a position of power is having a negative impact on employees. It also underscores the vital importance of ensuring accurate documentation of harassment incidents in the workplace. Commissioner Solloway wrote, “I should not have to state the obvious fact that all persons must behave professionally and treat others with respect. When an individual is in a position of power, they have an enhanced obligation not only to behave appropriately, but also to hold others to account for their conduct and protect those who are vulnerable. In this case, the Board Member used his position of power to mistreat and harass employees, and others in positions of authority did not take adequate action to stop him.”
